This set documents the governments continuous efforts between 1800 and 1890 to ensure safety at sea. Government intervention was necessary but the factors needing to be controlled were diverse, both administrative and technical: skill of sailors, conditions on board ship, lighthouse authorities, lighthouse engineering, design of ships, pilotage facilities and marine insurance. The best known papers in this set are probably those submitted by the Royal Commission of 1884-87 dealing with Plimsolls allegations against British shipowners. Though the commission rejected the allegations, legislation was enacted soon afterwards which did much to improve safety regulations.
