Volume 3 deals with the post Office takeover of the telegraph service - prior to 1867 this service had been run by private companies. Volume 8 documents similar developments in the telephone service. The exhaustive inquiry on Post Office establishments is presented in volumes 6 and 7. The remaining papers include a review of the effects of the penny post (1843) and an excellent survey of the constitution, functions and organization of the Post office (1854), compiled by, among others, Sir Stafford Northcote and Sir Charles Trevelyan.
