IUP has selected the main papers which document the developement of parliamentary policy on education of the lower classes up to the time when parliament became the major arena of educational progress (For the Royal Commission reports which cover the mainstream of educational development during the remainder of the century see the Irish University Press Education; General set). The poorer Classes series then dovetails into the specialized sphere of education for destitute and pauper children. The first section of the series up to the 1837-38 report on education for the children of the poor in large towns represents the first parliamentary efforts to come to grips with mass education.
